A large part of labour market is created and maintained by the government . The government creates employment opportunities and provide employment. It is the government which unilaterally fixes the remuneration of her employees . And giving the level of unemployment new labour force has no option to bargain and just accept the terms and conditions. This is particularly stark in case of contractual employment offered by the government. By high degree of acceptance of government employment it can't be concluded that the potential labour or even those who are already working in the government sector happily accept the terms and conditions including remuneration, particularly when the remuneration of larger labour force is not sufficient to meet the bare needs of food, nutrition, health, education and entertainment. But vexing unemployment forces the labour force to accept the remuneration and other harsh and commonly unfavourable terms and conditions of the employment. In this way the labour force has in fact no freedom for either accepting or rejecting some employment opportunities and no freedom to negotiate either. The extent of loss of freedom of labour force can separately be discussed for each of the fields of food, nutrition, health care, education, environment, entertainment and also of social, political, cultural and economic powers and capability. And after all discussions we arrive at the conclusion that government's financial  inability is less responsible for this and the impropotionately low remuneration is more a product of  policy adopted by the government which has neither rational explanation nor any pragmatic explanation.
     Further labour force besides unfavorable and unsustainable wages has very poor or absolutely no social security net. We see even a government employee, regular or contractual has almost no effective social  security net to support him/her in hours of disaster or personal loss and if there is something that something is hostage of bureaucratic red tapism where getting that security is almost a very long darwan and painful process. Labour force has to compromise for employment even when wages and exchange rates(prices of goods in relation to the wages) are unfavourable. 
    This aspect is completely absent from our public discourse and political agenda. Even employees unions agitate only for wage increase without emphasing the income inequality and income disparity and without highlighting wage- price relationship .
    When we extend this argument to unemployed and underemployed population we find the story of disparity and deprivation is more pathetic. Providing free ration  to some 800 million people without creation of employability and employment is the most tragic story of economic policy with potentially devastating social, psychological , cultural and political  consequences. Keeping 800 million people out of employment or putting some of them in those employment which doesn't provide self sustaining income is just fatal for economy.  This shows that our policies have failed to create earning capability among  majority of the population . It's one very dangerous fallout is that such a large population of about 800 million with no considerable and self sustaining employment is a serious threat to our system.  This threat can only be averted by creating at least self sustaining employment.  This problem needs to be urgently dealt  with in the pubic discourse and public perception. Rhetorical speeches either by party in power or by opposition are not going to provide solutions. Only public discourse and perception along with realization of real threat can agitate people to ask for self sustaining employment in place of free ration. Free ration may earn vote but can't earn employment . Vote is good for political parties but employment is a must condition for survival of the population otherwise  economy  and freedom along with the bare survival for almost 800 million people will  continue to be compromised. Social unrest, communal and caste tensions, problems of law, justice and order , and cultural identity will be the regular features and when bare survival will be at stake who will talk for education, health, nutrition, environment and entertainment. Ultimate sufferer will be our democracy.
