    WE NEED DEMOCRACY

All schemes and services are meant to serve the people and so the beneficiaries must have every right to make complaints if there is something wrong in the structure and / or in the implementation of the schemes and services. This right to complain is not a costly privilege but it's is the right and this right is protected when the people have right to free speech and other rights as enshrined in our Constitution. The government  is chosen to provide these services and schemes for their betterment, for improving their living standard and the government has no other business more important than this to do. So the government is bound to entertain the complaints and this obligation is fulfilled only when the Constitutionally protected rights are intact. These rights can be intact and protected only if we have independent judiciary and investigative agencies. Only independent judiciary can arrive at the end of justice which includes the protection of rights from  the tyranny of the political and other powers of the government and government's allies .
    This discussion highlights the importance of independence of institutions. If institutions are not independent only possibility left is that they will act for the image of the government even when the government is not performing with due diligence . In such  circumstances when schemes and services are faulty protests for complaints are suppressed by obliterating  the Constitutional rights. Institutions can do these misdeeds only in the environment of impunity and the enabler government of  such circumstances is anything but not democratic. Thus when general people are forced to accept the schemes and services with their all faults the government of the day and of the land is authoritarian which is there not to serve the people but to exploit the people. And this is made possible only through corrupt practices and so we see all authoritarian governments and their institutions are inherently corrupt, besides being anti democratic.
The government is responsible not only for formulating and executing policies for public good but also for listening complaints and for removing pitfalls. It's not the duty of an elected government to harass people who make complaints and to keep them in jail for making complaints. If people's voice is suppressed in sich a way no policy and no amount of investment can save the country.. Such a country will remain a land of poor people and unprivileged people despite having significant GDP .
