A FRESH LOOK ON DHARMA-KARMA-PARINAM

Theory of Karma teaches us not to think about consequences and focus only on  duty based action. However is it prudent to  completly  neglect  consequences while dicharging duty based actions even when one's duty is in direct conflict with the duty based actions of others and when such conflict   produces destruction of many other non actors? 
         Complexities of modern world require a compromise between duty and consequence. A close scrutiny of consequences is necessary to decide if the actions are based on duty or not as duty can't be justified in vacuum. Justification of duty comes from their consequences. Dharma as discussed in the Mahabharat is ever changing and Dharma of one is Adharma for others. Silence of Bhishma is justified in light of Bhishma's duty but his silence was the root of the War. And that war destructed  a great civilization of great kings and kingdoms. 
    This is the same in the modern world as well. So do we not need a fresh look on the relation between the duty based actions and consequences?
