WE NEED URGENT REVISION OF OUR SYSTEM
We have slowly created a massive structure of administration which encompasses every sphere of human activity. And this massive structure is being manned principally by two means, either by some subject based competitive examination or by some merit list of qualifying academic examination. But after seven decades of of our vast experience we have failed to recognize that most part of this massive structure is non performing in actual sense or if performing in any way is producing widespread discontent among beneficiaries due to their sheer incompetency , arrogance, delay and dictatorship. We have not tried to measure the level of satisfaction among beneficiaries after creating such a massive administrative structure. Some sectors do rituals of social audit with no tangible outcome. Why have we not wondered why our merit based selection process has miserably failed to produce desired impact and to generate a good level of satisfaction?
In most cases service providers fail to deliver within time and the quality of service is seldom up to expectations . This is the story in all sectors , like health, education, finance, administration, police, judiciary, transportation etc. Here a natural question must be asked why people selected on the basis of merit fail to deliver meticulously. Of course either the quality of merit based system has faults or /and the quantity and quality of training is poor. People who are at receiving end must ask this question and those in this structure are at responsible position must accept their shortcomings and responsibilities in ensuring quality and timely delivery . When a system doesn't respond her shortcomings that system will perish causing harm to herself and her clients both. The ultimate harm is done to the the community, society, state and country. In such circumstances people who are to get services start competing among themselves to get more and better services. At the same time those who are at the position of providing services start exploiting discontent and competition among the beneficiaries and start being selective in obliging certain beneficiaries at the cost of others . This feeds corruption of all forms. Both ends of corruption , that is those who do corruption in providing services and those who do corruption in receiving corruption stand in favour of corruption as corruption provides options to selectively satisfy a few people by accepting hefty illegal grafts. And those who lose this race either give up hope and effort of getting desired services or accept whatever they are provided or in some cases leave the system to take refuge of some violent protests of varied types.
All such things must be attentively addressed by accepting the fact that meritocracy alone can't satisfy all needs. At the same time a society scarce in resources can't solely rely on meritocracy as in resource scarce society meritocracy invariably includes corrupt practices as an important and inseperable ingredient .
By taking into account all these and many other factors we urgently need to act accordingly to weed out negative elements from our system.
