A GOOD ADMINISTRATION AND PUBLIC GOOD

Administration is the most important tool through which governments perform their duties and so quality of administration tells a lot about government. And public good (common good) is the measure of performance of administration as  administration's primary job is to serve collective people's interests and the extent to which people's common good is served tells about the quality of administration. This correlation between public good, administration and government is the bedrock of any rule.
         People hear a lot about public policy.Public policy is a policy designed for common good of the general public. Policy has two components, one is goal and other is strategy to achieve that goal. A public policy is  invariably about goals and strategies for public in general. No government talks about private policy. This signifies the centrality of public in administration.  And policy is not something meant for some selected people. Rather policy is for public. This shows that a public policy is qualified to be a policy only when it deals with the public good (common good). This fundamental principle makes the administration democratic even though a large part of administration is not elected but selected.  Because of the commitment to this public goid (i.e., common  good) administrators who are selected on the basis of some sort of meritocratic method can't claim to be independent of peopl's aspirations.
     When we give so much importance to public good, it is evident that no one in administration irrespective of his/her assigned role can afford to be immune to the value system of such  public good. If something contrary to this happens its effect directly flows to affect  the quality of the government herself because the government herself depends on her administration for discharge of her duties and functions and for exercise of her rights. And no government can afford to be called  malicious because of some malfunctioning of her own administration generated due to neglect of the public good.  Hence democratic ideals are the only means by which administration can save her reputation otherwise administration and consequently the government herself bear the risk of losing their standing in society. 
      In this way if a government aspires  to stand the test of good governance that government must train her administration well in the art and science of service of the public and in the public good . Only that administration which is aware of the importance of public good can bring good reputation to her government.

    WE NEED DEMOCRACY All schemes and services are meant to serve the people and so the beneficiaries must have every right to make complaints if there is something wrong in the structure and / or in the implementation of the schemes and services. This right to complain is not a costly privilege but it's is the right and this right is protected when the people have right to free speech and other rights as enshrined in our Constitution. The government  is chosen to provide these services and schemes for their betterment, for improving their living standard and the government has no other business more important than this to do. BEYOND RT MODEL

BEYOND RT MODEL History is a playbook of fierce struggle among the state, the market and the community. There have been some rare periods of balance among them.  Present is also witnessing this fierce struggle. The state is advocating minimum.governsnce  in many parts of the world . This was also happened in past. And whenever this has happened the loser is always the community. Present is marked by failures of Reagon-Thatcher Model. Richness must have only objective and that objective is to enrich the community as a whole. The RT Model brought great richness but failed to enrich the community in the same proportion. This was due to its advocacy for minimal government. And so the RT Model has completed  it's life. This collapse is painful no doubt but beyond the curtain of economic depression social prosperity is waiting as there is no other way to keep nation states survived.
