Can Indians ever realize that failure of democracy in India is not only in her politics? Politics has been more or less democratic if elections are indicators of democracy but major democratic failures are in social and economic fields where quality of life and civic amenities are much less democratized and unfortunately these are least discussed areas in political democracy and this is the biggest and most serious failure of political democracy in India.
Indian democracy has never tried to undermine or mitigate the caste system which is predominantly responsible for creating and sustaining a particular type of world view which is imbeded with hereditary hierarchy ,rather Indian democracy has always encouraged this caste system and has used it to consolidate political democracy by various permutations and combinations.
And other source of world view of Indians is religion and that religion has been mainly utilized in communal way. These two hereditary identity based world views have dominated political democracy in India and this has prevented the creation of awareness about civic rights and civic amenities among masses.
Other source of world view of Indians is gender discrination .Areas under the influence of stronger patriarchy have consciously ousted women from the democratization of citizenry and this has resulted into democratic deprivation of people as a whole. This is responsible for lack of democratization of socio economic services in India. We may compare this by taking three sets of examples, one of Kerala and Tamilnadu, other of Maharashtra and karnataka and yet another of Bihar, UP, MP, Punjab and Haryana. This has prompted both state and non state actors to exploit women and emboldened them to marginalize women in the process of democratization.
And along with this Indian democracy also lacks informational democracy and Indian political democracy has consciously failed to ensure information symmetry. Information is real power in democracy and it has potential to defeat money and muscle powers. Realizing this fact Indian political democracy has encouraged those elements which could prevent dissemination of information among masses. Inequality in facilities of education and health is the major source for precipating information assymmetry in Indian Society.
This is a very brief discussion to throw some light on alternative understanding of failure of democracy in India. This understanding can be expanded in a well deliberated discussion.
